Budget 2024 live updates: Govt likely to present next week White Paper on mismanagement of eco prior to 2014
The government is likely to present a White Paper on the mismanagement of the economy prior to 2014 with an aim to draw lessons.
Prime Minister Narendra Modi-led NDA government came to power in May 2014 after a 10-year rule by the Congress-led UPA government at the Centre.
“It is now appropriate to look at where we were then till 2014 and where we are now, only for the purpose of drawing lessons from the mismanagement of those years.
“The government will lay a White Paper on table of the House,” announced Finance Minister Nirmala Sithraman while presenting the interim Budget for the next financial year on Thursday.
According to a senior government official, the white paper may be presented next week. - PTI

Budget 2024 live updates: ₹6.21 lakh cr set aside for defence budget for 2024-25; capital outlay pegged at ₹1.72 lakh cr
The defence budget was on Thursday increased to ₹6.21 lakh crore for 2024-25 in a modest hike of 4.72 per cent from last year’s allocation of ₹5.25 lakh crore amid India’s continuing border row with China in eastern Ladakh as well as concerns over evolving security situation in the strategic waterways.
In the interim Union budget, Finance Minister Nirmala Sitharaman also announced plans to roll out an ambitious scheme for “deep-tech” technologies in the military domain.

The interim Budget allocation for the Ayush Ministry has been increased to ₹3,712.49 crore for 2024-25 from ₹3,000 crore (revised estimates) in 2023-24, recording a rise of 23.74 per cent.

The budgetary allocation for the civil aviation ministry has come down to ₹2,300 crore for the next financial year.
For the ministry, the allocation in the revised budgetary estimate for the current fiscal ending March 2024 stood at ₹2,922.12 crore.

The government on Thursday announced an over seven-fold increase in allocation for the automotive industry’s production-linked incentive scheme for 2024-25 to ₹3,500 crore, the interim budget documents showed.

Budget 2024 live updates: School education gets record allocation of over ₹73,000 crore
In the highest-ever allocation for the Department of School Education and Literacy, the government has allotted more than ₹73,000 crore for school education in the interim Budget for 2024-25 announced on Thursday.
The allocation has increased to ₹73,008.10 crore from Revised Estimates (RE) of ₹72,473.80 crore in the previous fiscal. The government had allocated Rs 68,804.85 crore to the department last year. - PTI

The Ministry of External Affairs (MEA) was on Thursday allocated a total of ₹22,154 crore for the fiscal 2024-25 in the Union Budget as against last year’s outlay of ₹18,050 crore.
In line with India’s ‘Neighbourhood First’ policy, the largest share of aid portfolio has been granted to Bhutan with the allocation of ₹2,068 crore. The development outlay for the Himalayan nation in 2023-24 was ₹2,400 crore.

The government has allocated ₹15,500 crore for various electronics manufacturing programmes, including semiconductor mission and mobile and IT hardware PLI scheme for FY25.
It has proposed ₹4,203 crore incentives for assembly, test, and packaging plants that can benefit projects like the ones set up by Micron in Gujarat, the proposed plant by Foxconn and HCL joint venture, Tata Group etc.

Budget 2024 live updates: Delhi allocated ₹1,168 cr in budget; AAP govt says ‘step-motherly’ treatment by Centre
The Union Territory of Delhi was allocated ₹1,168 crore in the 2024-25 interim budget on Thursday, the same as in 2023-24, with the AAP government accusing the Centre of giving it “step-motherly” treatment.
The transfer to Delhi from the Union home ministry included ₹1,168 crore under the revenue head and ₹0.01 crore under the capital head.
In the 2022-23 budget, Delhi was allocated ₹960 crore. It was increased to ₹1,168.01 crore in 2023-24 and remains the same for 2024-25.

Budget 2024 live updates: Stocks of solar solutions providers rally post Budget announcement
Shares of solar solution providers -- KPI Green Energy and Websol Energy -- climbed on Thursday after Finance Minister Nirmala Sitharaman announced rooftop solarisation to ensure free electricity of up to 300 units per month for one crore households.

The University Grants Commission (UGC) has faced a budget cut this year with the Centre reducing its grant by over 60 per cent while the allocation for Indian Institutes of Management (IIMs) has been slashed for the second consecutive year.
The budget for school education has been increased by over ₹500 crore but the grant for higher education has been reduced by over ₹9,600 crore from the previous fiscal year’s Revised Estimate (RE).

Shares of companies related to the electric vehicle segment jumped on Thursday after the announcement that the government will expand the electric vehicle ecosystem to support charging infra, and e-buses for public transport networks will be encouraged.
The stock of Olectra Greentech jumped 6.21 per cent to reach its 52-week high of Rs 1,849.25 on the BSE.

businessline’s take| Budget 2024 speech: Damp squib for stocks, bullish for bonds
Despite attempts by the Finance Minister to quell expectations from this interim budget, both the stock markets and India Inc were primed for some big-ticket announcements, having put out elaborate wish-lists. The Budget speech had none. The FM stuck to the script by mainly recounting the achievements of the NDA government over the last 10 years, with a few forwarding looking statements.
This seems to be why the Nifty50, which began the Budget session on a slightly upbeat note, at about 21790 levels, lost ground to 21720 by the time the FM wrapped up her 60-minute speech. There was nothing really disappointing about the speech. In fact, its sub-text was that the ruling regime is fairly confident of winning a third term.
Apart from refraining on big-bang announcements on corporate or personal taxes, the Budget perhaps negatively surprised the stock market by sticking to non-populist, conservative spending targets, that have been the norm with the NDA.

Finance Minister Nirmala Sitharaman on Thursday hiked capital expenditure by 11 per cent for the next fiscal to sustain world-beating economic growth rate while trimming the deficit in a reform-oriented interim budget that also gave relief to common man from disputed small tax demands of up to ₹25,000.
Presenting a vote on account or an interim budget for 2024-25, Sitharaman proposed no changes in income tax rates for individuals and corporates, as well as customs duty.
In less than an hour-long budget speech, she presented the Modi government’s achievements in the last 10 years that transformed India from being a ‘fragile’ economy to the world’s fastest-growing major economy.
She hiked capital expenditure to ₹11.11 lakh crore for 2024-25 while trimming the fiscal deficit for this financial year to 5.8 per cent, from the budgeted 5.9 per cent of GDP, and further lowering to 5.1 per cent in the next fiscal.
Stating that every challenge of the pre-2014 era was overcome through economic management and governance, she said the government, in its July budget, will present a detailed roadmap to make India a developed country.
“Guided by the principle ‘reform, perform, and transform’, the Government will take up next-generation reforms, and build consensus with the states and stakeholders for effective implementation,” Sitharaman said in her speech.
The revenue receipts for the current fiscal at ₹30.03 lakh crore are expected to be higher than the Budget Estimate, reflecting strong growth momentum and formalisation in the economy.
“We continue on the path of fiscal consolidation, as announced in my Budget Speech for 2021-22, to reduce fiscal deficit below 4.5 per cent by 2025-26,” Sitharaman said. (PTI)

- Development of iconic tourist centres – this is likely to favourably impact the hospitality sector with hotels and restaurants across categories. Moreover, long-term loans are proposed to states for tourism.
- Extending tax benefit to startups for another year – this may help the office real estate to rejuvenate.
Key Unmet Expectations
- Industry status: The industry has been requesting industry status for years, believing it would unlock benefits like easier access to credit, tax breaks, and infrastructure development. This wasn’t explicitly addressed in the interim budget.
- Tax benefits: Tax incentives for homebuyers, such as increasing the deduction limit on home loan interest under Section 24, were expected. The interim budget remained silent on this as well.
- Affordable housing: Boosting allocations for schemes like PMAY (Urban) to improve affordability and encourage new projects in this segment was a key expectation. No major announcements appeared in the interim budget regarding this either.

Budget 2024 Live Today: Rail stocks trade higher ahead of Budget
Stocks of companies related to railways were trading in the positive territory on Thursday morning ahead of the presentation of the interim Budget.
Shares of IRCON International rallied 3.26 per cent, Texmaco Rail & Engineering jumped 2.71 per cent, Indian Railway Finance Corporation climbed 2.58 per cent and Rail Vikas Nigam advanced 1.52 per cent on the BSE.
The stock of Jupiter Wagons went up 1.46 per cent, Indian Railway Catering and Tourism Corporation (IRCTC) (0.88 per cent) and Titagarh Rail Systems (0.71 per cent).
“In railways, we anticipate a surge in investment, unveiling transformative projects and introducing 300-400 Vande Bharat trains,” Suman Bannerjee, CIO of Paris-based hedge fund Hedonova, said.

Finance Minister Nirmala Sitharaman will be presenting the pre-election Budget which would list out achievements of the Modi government in the past 10 years, while giving a glimpse of the future plans to make India a developed nation by 2047.
All eyes will be on whether Sitharaman will deliver a populist budget leaving more money in hands of the common man or push the reform agenda by staying on the fiscal glide path to lower the fiscal deficit to 4.5 per cent of GDP by 2025-26.

Finance Minister Nirmala Sitharaman will present her sixth straight Budget ahead of the Parliamentary elections, matching the record of former Prime Minister Morarji Desai. Sitharaman in her pre-...
Sitharaman, who would be presenting her sixth straight budget, had in her first Budget in 2019 replaced the leather briefcase -- which had been in use for decades for carrying budget documents -- with a traditional ‘bahi-khata’ wrapped in red cloth. This year’s Budget would be in paperless form, as done in the last three years.
Here are the key numbers to watch for in pre-election Budget 2024-25: * Fiscal Deficit: The budgeted fiscal deficit, which is the difference between the government expenditure and income, for the current fiscal ending March 2024 is 5.9 per cent, against 6.4 per cent in the last fiscal. The number for 2024-25 would be in focus as it is widely expected that the government would open its purse strings in an election year.
The budgeted fiscal deficit of 5.9 per cent of gross domestic product (GDP) for the current fiscal is likely to be achieved, but it is nearly twice the Fiscal Responsibility and Budget Management Act (FRBMA) fiscal deficit to the GDP target of 3 per cent for the central government. Correspondingly, the debt-GDP ratio at 54 per cent is also well above the target of 40 per cent.
* Disinvestment/Privatisation: In current fiscal year the budgeted disinvestment target is likely to be missed, like the past five years. It is expected the government would set a realistic target of sub-Rs 50,000 crore for next fiscal.
* Capital Expenditure: The government’s planned capital expenditure for this fiscal year is budgeted at Rs 10 lakh crore, higher than Rs 7.3 lakh crore in the last fiscal. The government has been pushing infrastructure creation and also incentivising states to step up capex.
* Tax Revenue: The Budget had pegged direct and indirect tax mop-up at Rs 18.23 lakh crore and Rs 15.29 lakh crore for current fiscal, taking the gross tax collection to Rs 33.61 lakh crore. The government’s tax revenues are expected to overshoot the budget estimates on buoyant collections in GST; and income and corporate tax.
* Borrowing: The government’s gross borrowing budget was at Rs 15.43 lakh crore in the current financial year ending March 31. The government borrows from the market to fund its fiscal deficit. The borrowing number would be watched by the market, especially on the back of expected higher capital expenditures to boost growth and populist announcements.
* Nominal GDP: India’s nominal GDP growth (real GDP plus inflation) in the current fiscal is estimated to be 11 per cent. The Budget is expected to give an outline on the nominal GDP growth numbers. Real GDP growth in current fiscal is projected at 7.3 per cent and 7 per cent in the next.
* Spotlight would also be on spending on key schemes, like NREGA, as well as key sectors like health and education. - PTI

Budget 2024 live news: Rupee rises 9 paise to 82.95 against US dollar ahead of Budget
The rupee appreciated 9 paise to 82.95 against the US dollar in early trade on Thursday as market participants remained cautious ahead of the interim Budget.
Forex traders said the rupee was trading in a narrow range as the strength of the American currency in the overseas market and a muted trend in domestic equities weighed on investor sentiments.
At the interbank foreign exchange, the rupee opened at 83.02 against the dollar and then touched a high of 82.95, registering a gain of 9 paise over its previous close.
In initial trade, the rupee also touched a low of 83.03 against the American currency.
On Wednesday, the rupee appreciated 6 paise to 83.04 against the US dollar. (PTI)

Prime Minister Narendra Modi government’s last Budget before the general elections is widely expected to contain a mix of measures for the economy and electorally significant segments like farmers and women.
Peppered with political statements, it may be a political document with a snapshot of the Modi government’s triumphs over the last 10 years and pointers to how it wants to take the country forward.
With pressure for populist measures off after recent emphatic wins in three states, including Madhya Pradesh and Rajasthan, Sitharaman is expected to stick to being fiscally prudent while sprinkling sops for sectors like agriculture and engines of the economy that would create jobs and boost consumption.
While convention dictates that no major policy announcements are made in the interim Budget, it however, presents an occasion for spectacle just weeks ahead of the Model Code of Conduct coming into force for the general elections.
Some finance ministers in the past have used the occasion to announce doles for rural India and the middle class.
For instance, the then Finance Minister Piyush Goyal in his interim Budget in 2019 had announced Rs 75,000 crore outlay for PM KISAN Samman Nidhi scheme wherein farmers are paid Rs 6,000 cash a year.
He also raised standard deduction to Rs 50,000, and came up with tax rebate to ensure that individuals with income of up to Rs 7 lakh per annum are not taxed.
In the pre-election Budget of 2014, Finance Minister P Chidambaram in the Congress-led UPA government slashed excise duty on cars, SUVs, two wheelers, capital goods and consumer durables to boost manufacturing.
Pranab Mukherjee too in his interim Budget in 2009 hiked the outlay for rural sector schemes to shield economy from the aftermath of global financial crisis triggered by collapse of US-based investment bank Lehman Brothers in 2008.

Corporate India — CII and FICCI — have urged the Finance and Corporate Affairs Minister Nirmala Sitharaman to stay the course on Capex-led growth strategy in the upcoming Vote-on-account as well to sustain the ongoing growth momentum of the economy.
Centre’s capital expenditure must be increased by at least 20 per cent to ₹12 lakh crore, Confederation of Indian Industry (CII) said in its submissions for Vote on Account and Union Budget 2024-25.

“In the wake of weak monsoon, and subdued Rabi sowing, the Budget will focus on steering rural growth. For this, enhanced spending on MGNREGA, PM KISAN, and PMAY can be expected. Driving investment growth will be another focus area for the government. A vote-on-account seeks approvals for essential expenditure outlays until the polls, while the interim Budget broadly includes an assessment of the current state of the economy, current/capex expenditures, and receipts, as well as revised estimates of the current financial year and estimates for the year ahead.” Taking a leaf off the pre-election 2019 Budget, “we expect this interim edition to propose modest pro-demand steps to address near-term risks”, she said.

A full budget will be presented by the new government.
The Budget Session of Parliament commenced on Wednesday with President Droupadi Murmu addressing a joint sitting of Lok Sabha and Rajya Sabha.
In her address, the President said 2023 was a historic year for the country and among other steps, the country kept up the momentum of being the fastest-growing major economy.
“The year 2023 was a historic year for India when it grew the fastest among major economies despite the global crisis. India grew about 7.5 per cent for two consecutive quarters,” she said.
The last session before Lok Sabha polls, expected to be held in April-May this year, will have a total of eight sittings spread over 10 days.
A day before the session was set to start, Parliamentary Affairs Minister Pralhad Joshi, at an all-party meeting, said the budget session would mainly be devoted to the financial business relating to the interim union budget for 2024-25 and discussion on the Motion of Thanks on the President’s Address.
However, essential legislative and other business may also be taken up during this session. The all-party meeting was attended by 45 leaders from 30 political parties.
In addition, he also informed that Supplementary Demands for Grants for 2023-24 in respect of the Union Government will be discussed. The presentation and discussion on the Interim Budget of the Union Territory of Jammu and Kashmir for 2024-25 along with Supplementary Demands for Grants of Union Territory of Jammu and Kashmir for the financial year 2023-24 will also be taken up and voted. - ANI

Finance Minister Nirmala Sitharaman will on Thursday present the Modi 2.0 government’s last Budget before the general elections, which is likely to contain a mix of measures for the economy and electorally significant segments like farmers and women.
Peppered with political innuendos, her sixth straight Budget may present a political document with a snapshot of the Modi government’s triumphs over the last 10 years and pointers to how it wants to take the country forward.
With pressure for populist measures off after recent emphatic wins in three states, she is expected to stick to being fiscally prudent while sprinkling sops on sectors like agriculture and engines of the economy that would create jobs and boost consumption.
The Budget she will present is technically a vote on account and popularly termed an interim Budget as it seeks Parliament’s nod for a grant in advance to meet the central government’s essential expenditure for the first four months of the new fiscal year that starts in April. A new government elected after the April/May general elections will present the full Budget, likely in July.
The interim Budget, however, presents an occasion for spectacle just weeks ahead of the Model Code of Conduct coming into force.
While the precedence dictates that no major policy announcements are made in a vote on accounts, going by past conventions hasn’t stopped governments from making big announcements like the cash dole for farmers announced in the 2019 interim Budget.
The Budget is expected to focus on infrastructure and buck a trend of spending big on new vote-garnering measures.
The Budget would, however, provide an occasion to assess the fiscal health of the economy against the backdrop of robust economic growth. It would provide an occasion for the government to give a clear roadmap for achieving the Fiscal Responsibility and Budget Management Act (FRBMA) targets.
The budgeted fiscal deficit of 5.9 per cent of the gross domestic product (GDP) for the current fiscal is likely to be achieved, but it is nearly twice the FRBM fiscal deficit to the GDP target of 3 per cent for the central government. Correspondingly, the debt-GDP ratio at 54 per cent is also well above the target of 40 per cent. - PTI

The upcoming interim budget must focus on reducing the cost of doing business, especially at factory level and address issues around cost of capital, cost of power, cost and availability of land, cost of logistics besides cost of compliance, industry body PHD Chamber of Commerce and Industry (PHDCCI) has suggested.
Although procedural requirements have been relatively reduced and the communication between the government departments have become transparent and hassle free, the cost aspect still needs to be relaxed further, PHDCCI has said in its pre-budget memorandum submitted to the Finance and Corporate Affairs Minister Nirmala Sitharaman here recently.

Ahead of the Interim Budget, two high frequency economic indicators sent mixed signals. While GST collection surged to second all-time high of over ₹1.72-lakh crore in January and fiscal deficit reached 55 per cent of budget estimate in April-December period, eight core industries’ output growth slumped in December 2023 to a 14-month low of 3.8 per cent.
GST revenue for January 2024 surged to ₹1.72 lakh crore, reflecting an impressive 10.4 per cent Year-on-Year growth. This is the second-highest monthly collection ever and the third instance in the fiscal year 2023-24 where collections have exceeded ₹1.70 lakh crore. Simultaneously, fiscal deficit narrowed from 59 per cent reported in the comparable period a year earlier.

Even as the industry expects a growth-oriented budget focusing on asset creation in the power sector for FY24, many are of the view that enhanced focus is required on distribution, the sector’s Achilles heel.

Budget 2024 live updates: Centre may lower 2024-25 disinvestment targets in interim Budget due to anticipated shortfall
Faced with a huge shortfall in disinvestment receipts this fiscal, the Centre is likely to, in the upcoming interim budget, lower its goal on government stake sale mop up for 2024-25, say economists and analysts.
The scaling down of the disinvestment target may be pronounced given that the country is expected to see general elections in the next few months. This may be the approach even as market conditions in 2024-25 are expected to be slightly more supportive for government stake sales.
As against the 2023-24 budget target of ₹51,000 crore, the Centre has so far netted ₹10,051.7 crore from shares sales in public sector enterprises, as per data from the Department for Investment and Public Asset Management (DIPAM) in the Finance Ministry. The current fiscal mop-up is only 20% of the target for the fiscal.
